Lead Insurance Counselor

Develop and implement counseling strategies for statewide dissemination of
Medicare program and health insurance information to SHIP counselors and
program beneficiaries to help them make informed choices.

Develop/implement counselor/beneficiary training on CMS
programs/initiatives. Guide and develop the projects technical approach,
identify needed steps for implementation. Communicate with SHIP
director.Coordinate,train and monitor SHIP counselors. Develop/maintained
liaison with beneficiary organizations/ local and regional SHIP

Accomplished a 60% increase in understanding of Medicare Advantage among
professionals through the medium of the partnership with 5 major WI
Medicare plans. Developed, coordinated and conducted six annual statewide
trainings specifically for advocacy professionals over the past 5
consecutive years. Objective reached:reduced OCI complaints [due to
misunderstandings/lack of knowledge] Significant reduction in
negative/adverse opinion of insurance company due to their willingness to
meet with advocates and be \"visible and available\". Increased understanding
and respect on both sides of the table. Reduced hostility. Increased
collaboration in the field, resulting in improved service to program
beneficiaries.

Benefit Specialist

An elderly benefit specialist is a person trained to help older persons who
are having a problem with their private or government benefits.

Often called red tape cutters because they are experts at helping older
persons with the extensive and complicated paperwork that is required in
benefit programs. Help older persons figure out what benefits they are
entitled to and tell them what they must do to receive them. I received
ongoing training and was monitored by elder law attorneys. I was
responsible to:

Suggest alternative actions to secure benefits/file appeals in denials of
benefits.

.Advocate on their behalf with other parties.

.Explain what legal action or other possible solution is required.

Pioneered insurance counseling in Grant County. Responsible for manually
filing claims with Part A and Part B of Medicare by completing HCFA claim
form and submitting it by mail. Returned to client\'s home when Medicare
check and Explanation of Medicare Benefits was received to collect that
document to make copies and then file claim with secondary insurance
coverage.

Created and implemented claim volunteer program in Grant County. Wrote
training manual, recruited 10 volunteers from surrounding towns and
villages, provided ongoing training and support. Volunteers handled \"shoe
box\" cases.

Created publications to list and compare Medicare supplement insurance
policies. Was asked to sit on two advisory committees by then-commissioner
Susan Mitchell and Deputy commissioner Tom Hefty. They took the list I
created and began to publish it under OCI auspices for statewide
distribution. Concept is still in place in Wisconsin and is also done for
long term care policies.

interpersonal skills. Exhibited organizing abilities, creativity, and the
capability to work independently.

interpersonal skills. This was an advanced position, therefore additional
qualities were needed including good judgment, managerial or organizing
abilities, creativity, and the capability to work independently.

I do not remember the exact years I was with the Director\'s office.
