David has been providing Building Code and fire protection engineering
services as a private consultant for the past 20 years. He has worked as
a plans examiner with the Cities of Vaughan and Scarborough Building
Departments and worked for various independent Building Code and Fire
Protection firms.

In 1997, David became a Partner in Hine Reichard Tomlin Inc, providing
Building Code and Fire Protection solutions. This successful partnership
was sold to Schirmer Engineering Corporation* in 2006. The company was re-
branded as HRT/Schirmer. David remained as a contract employee for 3

Since the end of his contract, David created David Hine Engineering Inc.
This firm allows David to creatively develop innovative methods of
compliance. An example of a technically challenging project is the Ontario
College of Art and Design renovation and addition.

Rather than simply state the Building Code requirements, David\'s inventive
life safety and fire protection concepts have provided building owners,
architects and engineers with cost effective options for Code compliance
and designs.

In 1998, David was appointed to the Ontario Provincial Fire Safety
Commission by the Executive Council of the Ontario Government and the
Lieutenant Governor of Ontario. David has participated on numerous
Commission hearings on fire related concerns in Ontario until 2009 when his
terms expired.

In 1999, David began teaching at the Continuing Education program of
Ryerson University, Toronto as part of the Certificate Credit in
Engineering, Architecture and Science Program. He teaches the Ontario
Building Code and Regulations (CKAR 205). In 2006, David received a
teaching award from the Continuing Education Student Association of Ryerson
(CESAR) for excellence in teaching.

Further David provides thought-provoking lectures on the application of the
Building Code. He has lectured at a variety of post secondary Universities
and corporations.

Selected Projects

Centre for Addiction and Mental Health (CAMH) Master Planning and
Redevelopment, Toronto, Ontario: This complex of buildings was designed to
\"hand off\" to the successful proponent of the Public-Private-Partnership.
The challenges required evaluation of the impact of the 2006 OBC on the
original designs and developing a strategy for compliance for 3 separate

Centennial Community Center, Markham: The renovation and expansion of this
building by Taylor Smyth Architects developed the original Code approach of
interconnected floor and exits. As a result of this concept, the open
concept design allows occupants to move freely between levels.

Integral House, Toronto, Ontario: This custom house in Rosedale required
significant analysis to ensure the architectural designs could be
constructed. Through novel Building Code approaches, the award winning
Shim Sutcliff design was successfully constructed.

Ministry of Municipal Affairs and Housing: Bill 124 required all Building
Code users to be qualified. As part of the implementation procedure, David
was requested to assist the Buildings Branch in the development of exam
questions to assess knowledge levels.

Schulich School of Business, York University, North York, Ontario: The
tower, assembly building and parking garage designed by Robbie Young &
Wright Architects in joint venture with Hariri Pontarini Architects
required innovative Code analysis, allowing each building to function
independently yet be connected via pedestrian passageways. Complicating
the application of the Code was the various interior design visions.

School of Pharmacy, University of Waterloo: This challenging design
contains a room containing flammable liquids. Rather than design a room to
withstand an explosion, the concept of explosion prevention was created and

Tennis Canada Rexall Center, Toronto, Ontario: This 17,000 seat stadium
was developed to facilitate the Canadian Tennis Open. The stadium
represented the largest outdoor tennis facility in Canada. The challenges
of egress were most difficult to overcome however an innovative solution
resulted in the development of an architecturally significant building.

Triple M Metals and Matalco Metal Remelting facility, Brampton: This
challenging building, designed by Giovanni Tassone Architects, is used for
the remelting of aluminum. The challenge with this building was to avoid
any water from entering the building (via sprinklers or standpipe and hose

University of Western Ontario, Physics & Astronomy Building: This
challenging renovation developed an innovative approach with respect to the
assessment of the concept of a mezzanine. This approach resulted in
significant architectural improvements to the existing building by
architects Tillmann Ruth Mocellin.
