Following a very successful 14-year career with a large national project
management organization, I founded my own professional practice to provide
project management services as an independent contracting consultant. My
services are offered to Project Owners, either directly or through various
established project management organizations in Eastern Ontario.

Over the past 30 years, I have accumulated vast experience in the
engineering and construction industry and participated in a large variety
of facility project delivery. My responsibilities have included
implementing and overseeing a full range of traditional project delivery
processes for the completion of commercial and institutional facilities,
through the application of best practices. The essential project
activities and deliverables that I have managed include:

. Service Procurement Solicitations (RFQ, RFP, etc.);
. Project scheduling, budget, cost and quality control;

As president of Contraex Project Management, and with significant
experience in the competitive field of Project Management, I excel in
providing high-level services for a variety of large and small projects
that requires independent skilled professional services. Contraex Project
Management is primarily servicing the institutional, municipal and private
commercial business sectors. Resources are also available to expand and
respond to industrial market needs.

In addition to successfully delivering facilities projects across Canada, I
have also supported international developments in such varied locations as
Russia, the Antarctic and the Caribbean.

My expertise and focus is to provide \"pure\" project management services by
representing Project Owners without any business interest in design and
construction services. My objective is to deliver optimal value and
realize maximum performance output from all levels of project participants.


MHPM Project Managers Inc.

Principal/Senior Project Manager 1996 - 2010

A fourteen year career as Principal and a fully bilingual Senior Project
Manager in the company\'s Eastern Ontario regional office located in Ottawa,
Ontario. In addition to delivering project management services, I was
responsible for the overall performance of 18 project management staff and
providing client management services for several key national and regional
clients. General responsibilities included day-to-day office management,
business development, staff management, mentoring skilled junior and senior
project managers and overseeing the delivery of a portfolio of small to
large complex facilities projects in the Ottawa region as well as on a
national scale. All deliverables were within the context of an ISO 9001
quality service platform. I participated and was instrumental in the
development of the initial Quality Assurance Procedures that allowed the
company to secure its ISO certification.

Contraex International
President 1990 - 1996

Established the company in Ottawa in 1990. Managed all business
administration and operations while providing professional Civil/Structural
engineering services in the Ottawa and Northern Quebec area. Activities
also included international business development and creating proposals for
managing overseas facilities expansion and new construction development
requirements. Scope of services included all project management functions
associated with initial concept development through planning, budgeting,
product selection, design and construction. Managed all aspects of
business development activities and implemented an international marketing

Canadian Building Systems Inc.
International Project Manager 1985 - 1990

Traveled overseas to meet and negotiate sales contracts with foreign
clients. Directed export project activities from design through to
procurement, transportation and construction. Interfaced with foreign
engineering personnel for project design and drawing approvals. Prepared
design criteria baselines, project specifications and project cost
estimates. All logistics associated with negotiating and procuring export
transportation services for large volumes and quantities of construction
materials and equipment.

Roy Construction & Supply Ltd.
Project Manager 1982 - 1985

Planned and coordinated local and regional construction activities. Also
provided design services for small commercial and industrial facilities
under Design-Build contract agreements. Produced construction estimates
and job costing analysis as well as managing construction material
procurement and delivery to job-sites.

Acres, Davey, Mckee Consulting Engineers
Design Engineer 1979 - 1982

Produced structural designs and drawings for large-scale industrial plants
of up to $400 million construction value. Also provided on-site field
engineering inspections and review as well as quality control and technical
support representing the owner. Projects included mining, solid waste
disposal, steel and energy industrial applications.


The following is a partial list of major projects for which I have provided
project management services as Owner representative.

Correctional Service Canada

Provided leadership on a national program of capital projects and
infrastructure remediation rust-out projects spreading across five national
geographical regions. As Client Service Manager, I was responsible to
ensure that individual Project Leaders in all regions satisfied performance
objectives and achieved the successful implementation of all facilities
renewal project deliverables, as identified by the Project Authority.
Initial mandate of two years was expanded for another 2 years with a total
value estimated at over $4M in Project Management fees.

University of Ottawa - Social Sciences Building

From initial project implementation in April 2006 and up until June 2010, I
managed the multidisciplinary team for the programming, design and on-going
construction delivery of a new 15 storey, $115 million facility for the
faculty of Social Sciences at the University of Ottawa. This new facility
will include numerous student spaces as well as classrooms, meeting rooms,
computer labs and administrative offices. In addition, this new building
will accommodate the central IT infrastructure and computer room that
services the overall campus communication and administrative requirements.
Project also involves major renovations to the existing five storey Vanier
Hall that used to house the School of Business and which will now be
integrated with the new 15 storey facility to regroup most of the various
departments of Social Sciences. Project is scheduled to be completed in
the Fall of 2011.

University of Ottawa - Multi-Use Academic Facility

Full project management mandate was awarded by the University of Ottawa,
following a successful competitive process in the fall of 2003, to provide
leadership and Owner representation. This generally included the
procurement of a design team, site feasibility studies for two proposed
project sites and a complete delivery for this new $80 million, 250,000 SF
teaching facility. The Multi-Use facility incorporates a multiple user
group program, namely the School of Business, Faculty of Social Sciences
and general classrooms for the Registrar\'s office. The project that
initially started as a joint venture with Minto Developments Inc., was
eventually transformed into a new 12 storey signature facility for the
University. As Owner representative, I was initially responsible for
ensuring that the University\'s interests and functional program were
maintained by the joint development. After the transformation, I was
responsible for leading the Owner\'s Prime Consultants, User groups and,
Specialist Consultants through the various design phased and ultimately,
the successful construction delivery of this complex user interactive

University of Ottawa - Biosciences Complex

A $60 million three phase project of which the most critical Phase 1, a new
post-graduate research facility, was completed on time and slightly under
budget in June 2003. From inception, I was responsible for the complete
design development and construction delivery of this highly technical and
specialized laboratory environment. The project involved complex
mechanical and electrical systems as well as very complicated site
conditions due to existing underground campus service tunnels, intense
pedestrian traffic control and restricted site laydown and staging area.
Phase 2, was completed in June 2004. Phase 3, which involves the complete
gutting and renovation of an existing facility was completed in June 2005.
The project involved two (2) general contractors and one demolition
contractor to remove an existing three storey facility being replaced by
the new Phase 2 building.

Nokia - Ottawa Facility

As the project manager representing Nokia, I was responsible for the
delivery of a 150,000SF high technology facility in Ottawa being delivered
under a developer built-to-suit lease back agreement. The project was
defined as a world-class facility principally housing the research and
development operations of this very high profile client. My involvement
consisted of ensuring that base building design and construction
requirements were being properly delivered by the developer and general
contractor as per the intended agreements and to Nokia\'s satisfaction. In
parallel, I was responsible to contract and coordinate a fully integrated
design team of all disciplines to program and design the tenant improvement
fit-up for this new facility. The tenant improvement work consisted of
architectural, mechanical and electrical infrastructures, security systems,
furniture selection and installation, IT/telephone communication design and
implementation, kitchen/fitness centre design, construction and operational
procurement, etc.

Algonquin College - Police & Public Safety Institute

Represented Owner\'s interest to deliver a $12.0 million facility under a
design-build model, within the context of a partnership between Algonquin
College and the Ottawa-Carleton Regional Police. The 97,000 square foot
facility was composed of a three storey academic block for housing
administrative offices, classrooms, computer labs and corporate shared
spaces and a one storey two level Practical Block including a state of the
art Firing Range, Tactical and Fitness labs, Ambulance and Fire Protection
labs for Public Safety programs and a full Take-Down area accessible with
police vehicles for real life scenario training. My responsibilities
included taking the project starting with functional program development
through design-build submissions, contract negotiations, complete design
and construction delivery of a fully integrated facility, responding to
multi-user interests.

Slumberger Canada - Dowell Bulk Plant Facilities

In my capacity of Project Manager, I led the design development, detailed
design, and implementation of an industrial facility for Schlumberger
Canada Ltd. It involved the construction of a process plant and associated
equipment for Hibernia\'s oil well drilling fluids mixing, handling and
storage and bulk dry additive storage and handling.

Township of Cumberland - New Cumberland Public Library

As the Project Manager, I was responsible for the delivery of a new $3.0
million, 25,000 square foot design-build library for the Township of
Cumberland, acting as the client\'s representative for design, procurement,
construction, and commissioning.

Township of Cumberland - Ray Friel Leisure Centre Expansion

From preliminary concept design to a full public Design-Bid process,
managed the construction of a $1.0m two level addition to the Ray Friel
Recreational Complex in Cumberland, Ontario. The expansion consisted of
new change rooms and children program room facilities. The requirements of
this project stipulate that the facility be completed in a period of five
(5) months, starting with the selection and contracting of architectural
and consulting engineering services to final construction completion.

Canada Post - Mail Sorting Plants

Under a new design-build program implementation, was the project manager
responsible for the construction delivery of three new mail sorting plant
facilities for Canada Post in Western Canada. All three facilities were
individually designed and built within a 24 month period at a cost of less
then $ 3.5 million for over 50,000 square feet.
