sketches, written and/or verbal instructions. I can make judgments and make

I have over 29 years of experience in public works drafting and CAD design.
As the CAD Manager for Harris' Concord Design Group, I was responsible for
the design standards, CAD training, and the management of the design file
system. Provided CAD support for the engineers and technicians and monitors
updates of the software programs used by the design staff and all offices.
These programs are AutoCAD 2007 by Autodesk, Autoturn 5.0 for the
simulation of low speed turns for vehicles, and Land Desktop Development
(LDD) 2007 with the following modules: Autodesk Map 5 for aerial photo
work; Civil Design 3 for road design, alignments, profiles, and cross-
sections; and LDD 3 for plan design. Has very strong skills in trouble-
shooting AutoCad software and in keeping the software functioning at its
highest peak. Design and layout small diameter piping, mechanical shoots &
conveyors, HVAC layout and design for Lockheed Missiles and Space Company,
Inc. in Sunnyvale, CA., Underground utilities.
I can read draft and understand mostly all disciplines. Have field
experience in detecting utilities for existing layouts. I can view CCTV
tapes for Storm water and Sewer. I always look for the cutting edge in the
industry.

Design Experience at Patch Services:
March 2008 to Present: Patch Services, Cad Manager and Mechanical Sr.
Drafter/Designer. CAD Technician. Layout of Structural members, foundation
pads, pipe racks Mechanical vessels, P&ID's and PFD's, Loop Diagrams and
experience drawing in 3D.

Design Experience at Harris:
Aug. 1999 to April 11, 2008: Harris & Associates, Cad Manager and Civil
Designer.
Cities and County of Marin, Construction Standards Update. CAD Technician.
Harris is assisting the Marin Public Works Agency (MPWA) update their 1979
hand drafted Construction Standards. The MPWA provided rough drafts of the
standards in CADD, which was the starting point for the update. Mr.
Armstrong checked and formatted over 50 standards and also prepared new
standard drawings. Completed hundreds proposals and graphic presentations
for numerous projects.



City of Hollister, Pavement Maintenance Program 2001. CAD Technician.
Harris provided design engineering services for the City's annual pavement
rehabilitation program. The project included preparation of construction
documents for pavement rehabilitation for selected streets throughout the
City. Design was completed within five months. Mr. Armstrong's
responsibilities include setup and layout of drawing files, technical
drafting, and management of standards, plan and profiles.

City of Oakley, 2002 STP/CMAQ & DBE Program. CAD Technician. Harris' role
is the designer of the 2002 STP/CMAQ Street Rehabilitation project. The
design includes the street rehabilitation of sections of East Cypress and
O'Hara, including minor sidewalk, curb and gutter work. Mr. Armstrong's
responsibilities include setup and layout of drawing files, technical
drafting, and management of standards, plan and profiles.

City of Mill Valley, Shelter Bay Force main Rehabilitation. CAD Technician.
Harris designed 880 feet of six-inch sewer force main. The existing sewer
force main on Shelter Bay, starting at the pump station and continuing to
Hamilton, has undergone nearly complete graphitization and failed. The City
re-routed the flow, since the pipe cannot handle any pressure. Harris was
responsible for plan sheets. Mr. Armstrong's responsibilities include setup
and layout of drawing files, technical drafting, and management of
standards, plan and profiles.

City of Gilroy, Sports Park. Senior Designer. Harris is leading the design
of this 78.4-acre park, located next to Uvas Creek, which is being
constructed in eight phases over several years. The scope of work includes
paving, grading, street widening and overlay. Mr. Armstrong's
responsibilities include layout of grading and utility plans and details,
design of bike trails, and plan and profiles for sewer, storm drain, and
domestic water lines.

City of Livermore, 2001 Annual Street Resurfacing Project. CAD Technician.
Harris provided design for this annual street rehabilitation project to
resurface 24 residential and collector streets, 3.3 miles total length. Mr.
Armstrong's responsibilities include setup and layout of drawing files,
technical drafting, and management of standards, plan and profiles.

City of Livermore, 1999 and 2000 Annual Slurry Seal and Resurfacing
Projects. CAD Technician. Harris designed five street projects for the City
of Livermore for construction in 1999, as well as completing an update of
the City's pavement management system (PMS). Harris performed similar
services for the slurry seal project, which included 37 streets. Harris
also designed the ISTEA-funded North Livermore Avenue resurfacing, which
included street, curb and sidewalk reconstruction, and subsurface drainage
system installation. Mr. Armstrong's responsibilities include setup and
layout of drawing files, technical drafting, and management of standards,
plan and profiles.

County of San Mateo, Alta Vista Drive Reconstruction Project. CAD
Technician. This project reconstructed 1/2 mile of a road built to rural
standards many years ago. It included preparing plans to remove and replace
existing curb and gutter, install drainage facilities and reconstruct the
roadway to meet a traffic index of 5.5. Design was based on County-provided
preliminary design plans. Mr. Armstrong's responsibilities include setup
and layout of drawing files, technical drafting, and management of
standards, plan and profiles.


County of Placer, Bell Road Four-Lane Widening Project. CAD Technician.
Harris was selected by Placer County to design the $5.5 million, two-mile
long Bell Road widening outside of Auburn, from I-80 to State Route 49. The
project includes widening this heavily travelled commuter arterial from two
lanes to four. Mr. Armstrong's responsibilities include setup and layout of
drawing files, technical drafting, and management of standards, plan and
profiles.

City of Tracy, I-205/Grant Line Road Interchange. CAD Technician. This
major interchange improvement project called for the construction of four
new on/off ramps and a bridge structure over the widened Grant Line Road.
Mr. Armstrong's responsibilities include setup and layout of drawing files,
technical drafting, and management of standards, plan and profiles.

City of Monterey, Street Resurfacing Design of Camino El Estero, Lighthouse
Ave., & Prescott Ave. CAD Technician. Harris was contracted by the City of
Monterey to provide plans, specifications and estimates for the
rehabilitation of three streets. Harris included various rehabilitation
alternatives in the preliminary design submittal and worked closely with
the City to improve drainage, street cross-slope, and accessibility
throughout all three streets. Harris worked within the City's design budget
and delivered the project in time for year 2001 construction. Mr.
Armstrong's responsibilities include setup and layout of drawing files,
technical drafting, and management of standards, plan and profiles.

City of Burlingame, California Drive Sewer Interceptor Project. Chief CAD
Operator. On this $5 million project, Mr. Armstrong was responsible for
sheet layouts, importing and modification of topographic information,
preparation of plan views and profiles, as well as numerous construction
details.

City of Pittsburg, Citywide Pavement Rehabilitation Projects. CADD
Designer/CADD Manager. Mr. Armstrong used Windows ACADR13 and Softdesk
Civil Software for general cross-sections, plans, and profiles.
Various Government Bases, Toxic Waste Cleanup.
Environmental/Drafter/Designer. Mr. Armstrong designed and setup drawing
standards for AutoCAD Release 12 and issued and maintained work schedules
for five CADD operators. He troubleshooted AutoCAD software on all CADD
stations. He used DCA civil software and laid out small diameter piping for
Sparge and Extraction wells. The Bases included Barstow, March AFB, Camp
Pendleton, Walker Air Force Base, and the Naval Submarine Base in San
Diego.

Other Companies:
1989 to 1997: John Carollo Engineers, Various Projects. Mechanical/Piping
Designer. Mr. Armstrong's responsibilities included mechanical piping
layout and design for Sanitation Districts of Orange County El Paso de
Robles clarifiers; Napa Sanitation District, and other wastewater treatment
plants. He performed civil drafting on El Paso de Robles bridge and freeway
design. His AutoCAD experienced includes scaled drawings for Pittsburg
Water Treatment system, electrical schematic diagrams, P & ID's, piping
ISO's flow sheets, mechanical diagrams, and schematics. Mr. Armstrong was
required to draw from sketches and coordinate with the engineers. He
managed a CADD group of 35 people, and scheduled drawings and performed
troubleshooting on software and hardware.


1985 to 1989: Jacobs Engineering Group, Various Projects. Mechanical
Designer. Mr. Armstrong's responsibilities included HVAC layout and design
for Lockheed Missiles and Space Company, Inc. in Sunnyvale, CA. He designed
chill water constant volume and variable volume systems. He calculated
block loads, heat gain factor, and material takeoffs. He also worked on
fire protection layouts and design. Mr. Armstrong worked on industrial
ventilation, pneumatic conveying of zinc carbonate, dust collectors, and
chutes. He processed piping drawings and ISO's for Shell Oil Refinery.

1978 to 1983: Kaiser Engineers, Great Plains Coal Gasification Project, ND.
Senior Mechanical Designer. Mr. Armstrong worked on the detail design of
bulk conveyors, head chutes, ash disposal sump, and sluice ways.

1974 to 1977: Bechtel Corporation, Various Projects. Mechanical/Piping
Draftsman (Mining and Metals Division). Mr. Armstrong worked on large and
small diameter pipes, industrial ventilation head chutes, sumps, and
launders for National Steel Pellet Plant. He laid out small diameter piping
for water softeners at Lopress Co. P&ID's, and all other disciplines from
sketches.
