 2.Aim of the call:
The European Parliament is issuing a call for expressions of interest, based on Article 179(a) of the Financial Regulation, in order to obtain applications for the establishment of a list of experts for the provision of independent external expertise for the Committee on Budgets (BUDG), the Committee on Budgetary Control (CONT) and the Special Committee on the Policy Challenges and Budgetary Resources for a Sustainable EU after 2013 (SURE).For further information on the work of the BUDG, CONT and SURE Committees, please consult the Committee's home page: http://www.europarl.europa.eu/activities/committees/committeesList.do?language=ENThe written expertise shall be delivered in the form of briefing notes of different sizes and different deadlines. In addition, presentations can be requested. In particular, the following types of expertise are foreseen:— assessment of European Commission proposals,— analysis of impact assessments and evaluations conducted by the European Commission,— background information in any policy area related to budgets and budgetary control,— collection of relevant data,— forward-looking suggestions and prognoses of financial or budgetary relevance/economic models,— evaluation of draft studies,— participation on panels of experts/oral briefings in connection with a written contribution.This call is exclusively addressed to experts with considerable academic background or practical experience as specified in paragraph 6 (under Selection criteria) of this call for expressions of interest. Furthermore, it is exclusively addressed to natural persons (not to legal persons, e.g. companies). The maximum accumulated amount to be paid to each expert for the whole duration of the list is set at 125 000 EUR. Travel expenses shall also be counted as part of this maximum amount. Please note that the list drawn up on the basis of this call does not imply any obligation on the part of the European Parliament to award a service contract to the successful applicants.
 3.Fields:
The expertise covers the financial and budgetary aspects of:1. Revenue, including also:— EU's own resources, tax, customs and recoveries,— rebate, 'net payers', compensation.2. Cohesion: Structural Funds and Cohesion Fund (regional competitiveness and employment, territorial/cross-border cooperation).3. Preservation and management of natural resources, including also:— agriculture and fisheries (direct aids, market support, CAP, European Fishery Fund, etc.),— rural development and environment,— environmental policy,— climate change.4. Other internal policies, including also:— energy,— research, science, technological development,— transport,— employment, social affairs, education and training,— internal market, taxation and customs policy,— economic affairs (including economic development, implementation of EU investment financing programmes, the EIB, EIF, EBRD, ECB, Guarantee Fund, etc.) — health and consumer protection, equal opportunities,— culture, information and media,— immigration, fundamental rights, judicial cooperation etc.5. External policies, including also:— instrument for pre-accession and instrument for stability,— common foreign and security policy (European neighbourhood and partnership policy, relations with non-EU, OECD countries, ACP countries, European Development Fund, etc.),— development cooperation and economic cooperation (EU's official development assistance, humanitarian aid, conflict prevention and human rights programmes and projects, etc.).6. Administration of the EU institutions and EU agencies and horizontal issues, including also: administrative reforms, administrative expenditure of all the institutions, monitoring rules on public procurement, personnel policy and management, assessment of the human resources adequacy of resources to tasks, aspects related to statute, interinstitutional cooperation.7. Sound financial management and fight against fraud, including also:— internal control, audit,— protection of EU's financial interests,— misconduct within the European institutions, whistle-blowing protection, fight against corruption and other illegal activity, etc.,— OLAF and EU public prosecutor.

Brussels, with possible presentations in Strasbourg.
 5.Legal form:
This call is exclusively addressed to experts with considerable academic background or practical experience as specified in paragraph 6 (under Selection criteria) of this call for expressions of interest. Furthermore, it is exclusively addressed to natural persons (not to legal persons, e.g. companies). Subcontracting is not permitted.

Experts shall be selected for the list on the basis of their professional and technical ability and their economic and financial capacity to carry out the tasks described in this document. Only applicants fulfilling the selection criteria below shall be placed on the list of experts.Selection criteria:Experts shall be selected on the basis of the following criteria. The expert shall:— have a sound professional background with proven experience in researching and/or teaching at a public or private university or practising in the field of expertise. He/she must have at least 10 years' academic or professional experience, including at least 5 years' expert academic or equivalent activity clearly related to 1 or several expertise areas presented in paragraph 3 of this call for expressions of interest,— have a publishing record in the specialised press and/or in academic journals of reference within the past 5 years on issues relating to research area(s) of relevance to this call,— have an academic or other professional reputation clearly relating to the research area for which he or she is applying (such as membership of think-tanks or research networks, awards, etc.),— have the economic and financial capacity to provide the services set out in this document (the declaration in point 4 of the application form).Documents required:Applicants must provide evidence of their ability, skills, experience and competence for performing the work by means of:— the curriculum vitae of the applicant,— an overview of publication experience in the specialised press and/or in academic journals of reference — but only on issues relevant to the tasks and research areas for which the expert is submitting an application,— an overview of the expert's network of contacts in connection with his/her academic or equivalent activities, e.g. in the form of a list of conference presentations, consultancy projects, collaborations, and memberships of think-tanks, research networks, advisory groups, etc.,— a summary in table form (please complete Annex IV) containing:• the expert's main relevant publications,• the expert's research area(s) in line with paragraph 3 of this call for expressions of interest,• the expert's particular focus/special areas of expertise within the abovementioned research areas,• relevant current projects.
 7.Expiry date of the list resulting from the call for expressions of interest:
The list of experts shall be valid until 3.6.2014 and may be used during this period wherever the European Parliament deems appropriate. Interested experts may submit their applications at any point in time until 31.3.2014 (until 3 months before the list expires). It is, however, recommended that applications be submitted as early as possible.
