The State of Oregon, Department of Human Services (DHS), Children, Adults, and Families
Division, requests applications from qualified attorney's of adoption vendor attorney
services to enter into a Price Agreement. The purpose of the Price Agreement is to
provide safe and suitable placement for children when they are not able to live in their
own homes due to issues of neglect or abuse. Potential Attorney's must obtain the Price
Agreement for Adoption Vendor Attorney Service (#2792, posted at
http://orpin.oregon.gov/open.dll/welcome, on the ORPIN system along with this RFPA) and
read it prior to submitting an application pursuant to this RFPA. Price Agreements will
be entered into with each Attorney who meets the minimum qualifications and who is willing
to perform the services at the rate of pay established by DHS. Price Agreements will for
up to five years from the effective date of the Price Agreement. DHS reserves the right
to amend and increase the consideration for any resultant Price Agreement according to the
provisions as described in the Agreement. Any amendments to the original Price Agreement
will be made by written amendment and issued to each enrolled in the Attorney registry
pursuant to this RFPA.

DHS will issue and sign a Service Release Order (SRO) to an enrolled Attorney to initiate
services, which when signed by the enrolled Attorney and taken together with this RFPA and
the Price Agreement, form a public contract. The Contract, consisting of (in order of
precedence) the SRO, The Price Agreement and the RFPA, are the only enforceable terms and
Attorney agrees to be bound by this Contract. Each SRO issued shall constitute a
separate, legally enforceable Contract. Attorney understands and agrees that no contract
exists until execution of an SRO. DHS will not pay for services rendered that are not
authorized under a DHS issued SRO.

DHS makes no guarantee of referrals or the amount of work to be referred to Attorney's for
services. Referral is based on the selection of a particular vendor attorney bh
individual adopting parents from the list of enrolled vendor attorneys. Vendor Attorneys
may indicate in the Application that they wish to prvide services in more than one Oregon
county or language(s).
