Standing Offer List for Information Security Professional Services – Corporate Information Security

This Pre-Qualification Request (PQR) is issued by the Corporate Information Security Office (CISO) of Service Alberta on the behalf of Departments to pre-qualify Vendors to provide general Information Technology (IT) security consulting Services. The CISO seeks to establish a resource pool of experts in their fields and draw from the depth and breadth of their knowledge and experience to provide leading edge solutions to ICT security challenges.

The CISO requires Vendors able to provide resources capable of fulfilling the following resource roles for various terms of engagement:

•    Information Security Executive Advisor
•    STRA Specialist (Intermediate)
•    STRA Specialist (Senior)
•    Incident Management and Forensics Specialist
•    Information Security Architect
•    Technical Security Specialist
•    Information Security Business Consultant (Standard)
•    Information Security Business Consultant (Senior)
•    Privacy Consultant
•    Information Security Training Specialist
•    Physical and Environmental Security Specialist
•    Information Security Specialist

Pre-qualified Vendors will be engaged to perform specific projects for the CISO. Pre-qualified Vendors will be eligible for engagements on an as required basis and at the sole discretion of the CISO, for engagements under $75,000 which may be awarded on a rotational basis within a resource role category (reference PQR section 3.2), subject to the availability of the Vendor’s resources. For engagements greater than $75,000, the CISO may issue a Statement of Work among all prequalified Vendors for the specific resource role category required, or the CISO may issue a Request for Proposals outside this PQR process to allow for open competition. Vendors which are prequalified pursuant to this PQR are not guaranteed any volume of work subsequent to this PQR as all work will be on an as required basis. All engagements using this Standing Offer List will be initiated by the Statement of Work process described in this PQR.

This PQR is to obtain, for the period of December 1, 2009 to November 30, 2012 the services of individuals and/or organizations (“Vendor(s)”) to provide the required services on a time and materials basis. The Ministry reserves the right to contract with any number of Vendors as a result of this PQR to provide the required Services.

The Ministry, on behalf of the Departments, shall have the option to extend the Agreement with Pre-qualified Vendors twice, for up to one (1) year on each occasion, on the same terms and conditions, including pricing.

This acquisition is subject to Chapter 5 of the Agreement on Internal Trade.
