Standing Offer List - Policy Essentials Instructors – Corporate human Resources

This Pre-Qualification Request (PQR) is issued by Alberta Corporate Human Resources (CHR) for CHR and on behalf of Departments which require the provision of qualified instructors/facilitators Resources to facilitate a series of learning modules on public policy (Policy Essentials) as described in this PQR. Consultants who are successful in their prequalification will be added to a Standing Offer List – Policy Essentials Instructors.

Policy Essentials will include a series of classroom-based modules. It is anticipated that each module may vary from two to three days in length depending on each SOW engagement. Modules are designed to be highly interactive, focusing on the practical application of course content to authentic policy issues. The Policy Essentials modules are subject to change at any time including, but not limited to the development of additional modules or the modification, expansion, change in content, or termination of existing modules. There may be several offerings of the same module in a year depending on the Department’s requirements. The modules in Policy Essentials currently include:
•    Public Policy in the Government of Alberta (GOA);
•    Policy Analysis;
•    Policy & Stakeholder Engagement;
•    Effective Communications in the Policy World; and
•    Policy Implementation and Evaluation

The majority of the engagements will be for individual resources. Prequalified Consultants will be eligible for engagements on an as required basis and at the sole discretion of the applicable Department, for engagements under $75,000, which may be awarded on a rotational basis, subject to the availability of the Consultant’s resources. For engagements greater than $75,000, a Department may issue a Statement of Work (SOW) among all the prequalified Consultants, or the Department may issue a Request for Proposal outside of this PQR process to allow for open competition. All engagements for the Standing Offer List – Policy Essentials Instructors will be initiated through a SOW request and will use the SOW process described in Schedule A of Appendix B of this PQR. The SOW process may be completed via email and involves issuing a SOW to applicable pre-qualified Consultants, evaluating the responses to the SOW, determining a successful Consultant and awarding the SOW Agreement. Consultants which are prequalified pursuant to this PQR are not guaranteed any volume of work subsequent to this PQR as all work will be on an as required basis.

This PQR is to obtain, for the period of January 1st, 2010 to December 31st, 2012 the services of Resources to provide the required services on a time and materials basis. The Ministry reserves the right to contract with any number of Consultants as a result of this PQR to provide the required Services.

The Ministry, on behalf of the Departments, shall have the option to extend the Agreement with Pre-qualified Consultants twice, for up to one (1) year on each occasion, on the same terms and conditions, including pricing.
