AIR CHARTER SERVICES

The Services and Technology Acquisition Management Sector
(STAMS) of Public Works and Government Services Canada (PWGSC),
requests offers from Canadian Suppliers of domestic and some
international Air Charter Services for Fixed Wing Aircraft (with
a seating capacity of up to fifty (50) passengers), and Rotary
Wing Aircraft (helicopters), from bases of operations across
Canada, in response to this Request for Standing Offer (RFSO).
Call-ups against the National Master Standing Offer (NMSO)
resulting from this RFSO will be issued by Federal Government
Departments and Agencies, or Crown Corporations (Identified
Users) on an "as and when requested" basis, commencing April 1,
2003.

This method of supply will satisfy the needs of Identified Users
in acquiring frequently ordered and commercially available Air
Charter Services required in the performance of their work
including, but not limited to: geological and wildlife surveys,
fire fighting, passenger transport, med-evac, land inspection
and search and rescue.

The Air Charter Services (ACS) On-Line System is an Internet
based application which incorporates the Request for Standing
Offer (RFSO), an on-line data entry system for bidders to submit
prices, rates and services offered, the resulting terms and
conditions of the National Master Standing Offer (NMSO), and the
process for bidders to follow to be included in this method of
supply. The RFSO is not available through MERX. There is no
cost for the RFSO however, Suppliers can ONLY obtain the
document from the ACS On-Line System. The following web site
address/URL: http://www.offer-offre.ca will give Suppliers
access to the ACS On-Line System.

Mandatory Requirements

1)    All information related in any way to prices, rates and
services offered must be submitted on the ACS On-Line System as
detailed in the RFSO. This information will not be accepted by
any other method.

2)    The bidder must submit the following documentation prior to
commencement of a supply period by mail or facsimile to the
Standing Offer Authority's address indicated in the RFSO:

(a)    a signed offer (page 1 of the RFSO);
(b)    a copy of the bidder's current Air Operator Certificate
issued by Transport Canada;     
(c)    a copy of the bidder's current Domestic and International
(if applicable) Licence issued by the Canadian Transportation
Agency;     
(d)    a copy of the bidder's Insurance Certificate.

Selection Method

All compliant offers will be recommended for authorization of a
Standing Offer and the prices, rates and services of all
compliant Suppliers will be published in the National Master
Standing Offer for Air Charter Services Catalogue, which is
available on the PWGSC Intranet web site to Identified Users.
